Establishes the Oklahoma Any Willing Institute Act to prohibit health insurers from discriminating against health care institutes (community mental health centers, hospitals, ambulatory surgery centers, rural health clinics) willing to accept the insurer's terms and conditions.

Prohibits insurers from imposing differential monetary advantages, penalties, or copayments that would influence beneficiary choice of participating providers, though quality control and cost-containment measures applied equally across all providers remain permitted.

Applies to all health insurers including insurance companies, HMOs, PPOs, and third-party administrators, but excludes self-funded employer plans subject to federal ERISA regulation, except state and education employee health plans.

Authorizes district court injunctive relief (without damages) for institutes harmed by violations and allows the Insurance Commissioner to enforce the act using existing regulatory powers.

Effective November 1, 2011, applying only to contracts issued or renewed after that date.
