Amends 47 O.S. 2001, Section 12-417 to increase the maximum fine and court costs for violating seatbelt requirements from $20.00 to $30.00.

Requires operators and front seat passengers of passenger cars to wear properly adjusted and fastened safety seat belt systems as manufactured under 49 C.F.R., Section 571.208.

Applies to passenger compartments of pickups, vans, minivans, and sport utility vehicles, but excludes trucks, motorcycles, recreational vehicles, and farm-use vehicles.

Maintains existing exemption provisions for medical reasons supported by physician attestation and exempts U.S. Postal Service route carriers from the requirement.

Effective date: November 1, 2011.
