Requires pawnbrokers to provide copies or reports of buy and pawn transactions within 3 days to local law enforcement, which may be transmitted electronically through a secure Internet site instead of physical copies.

Electronically transmitted transaction reports must include seller/pledgor identification, transaction number, date/time, item manufacturer, description, and serial/model numbers.

Makes electronically transmitted pawn and buy transaction information confidential from public access and review, limiting use solely to law enforcement purposes.

Prohibits municipalities or law enforcement agencies from requiring electronic transmission of reports unless conducted through a secure Internet site.
