Establishes written notification requirements for parents/guardians of students using alternative education methods, including notice prior to first day of school and academic progress reports at end of each semester.

Removes exemption that previously allowed children being home schooled to avoid temporary detention by school attendance officers and other authorized officials for truancy violations.

Maintains existing compulsory attendance requirements for students ages 5-18, with exceptions for mental/physical disability, emergency excusal, and religious observances.

Effective July 1, 2011, with emergency clause allowing immediate implementation upon passage and approval.
