Expands the definition of unsolicited telephone calls to include cellular telephone text messages and automatic dialing devices with electronic text message delivery capabilities.

Modifies the Telemarketer Restriction Act to prohibit unsolicited text messaging to consumers and adds text messages to the statewide do-not-call registry maintained by the Attorney General.

Creates an exemption for persons offering products or services by cellular telephone text message only to consumers who have affirmatively opted in to receive such messages.

Amends the Oklahoma Consumer Protection Act to include two new unlawful practices: debt collectors threatening to file suits on time-barred debts and debt collectors using obscene or profane language.

Becomes effective July 1, 2011, with emergency declaration for immediate implementation.
