Amends 70 O.S. 2001, Section 3311 to modify the Council on Law Enforcement Education and Training (CLEET) composition and duties related to law enforcement officer certification and training in Oklahoma.

Requires new law enforcement agencies or reactivated agencies to submit detailed information to CLEET at least 60 days before creation, including community need, funding sources (no more than 50% from ticket revenue/fines), physical resources, facilities, and written policies on use of force, vehicle pursuit, mental health, domestic abuse, and impartial policing.

Establishes a reinstatement fee of $150.00 for peace officers whose certification has been revoked, suspended, or voluntarily surrendered for any reason, with fees deposited to the Peace Officer Revolving Fund.

Requires law enforcement agencies that fail to comply with mandatory reporting of officer hiring, resignation, or termination to CLEET may be disqualified from CLEET-sponsored training programs.

Takes effect November 1, 2011.
