Requires all health insurers operating in Oklahoma (including insurance companies, managed care organizations, self-insured plans, and pharmacy benefit managers) to compare data with the Oklahoma Health Care Authority and accept its right of recovery and assignment of rights.

Prohibits insurers from charging the Oklahoma Health Care Authority or its authorized agents any fees for processing claims or eligibility requests.

Mandates insurers maintain file systems containing subscriber names, addresses, policy numbers, coverage types, social security numbers, dates of birth, and policy effective/termination dates, which must be shared with the Authority upon request.

Limits data requests from the Authority to no more than once every six months, with insurers required to comply within 60 days of transmission.

Effective date is November 1, 2011.
