The Oklahoma Department of Commerce must conduct a study on ways to revitalize rural communities with populations of 1,500 persons or less that lack resources for infrastructure improvements, broadband technology, and health care.

The study shall examine the feasibility of revitalizing these communities by combining public and private sector resources to repair, rebuild, and restore the social, economic, and governmental fabric of underserved and underdeveloped communities.

The Department shall work with ancillary groups whose primary purpose is assisting in the revitalization of these rural communities.

The Department must provide a written report of its findings to the President Pro Tempore of the Senate and the Speaker of the House of Representatives prior to January 1, 2012.

The act is declared an emergency and takes effect immediately upon passage and approval.
