Amends 70 O.S. 2001, Section 3311 to expand the Council on Law Enforcement Education and Training (CLEET) from 9 to 13 members, with specific representation from various law enforcement organizations and educational institutions.

Authorizes CLEET to approve law enforcement agencies and police departments created or reactivated on or after November 1, 2011, requiring entities to submit information 60 days prior to creation regarding need, funding sources, physical resources, facilities, and law enforcement policies.

Grants CLEET authority to summarily suspend peace officer certifications without prior notice if actions present danger to officers, public, family members, or involve crimes against minors.

Establishes a Curriculum Review Board composed of six members to review and approve curriculum for all CLEET academies and training courses.

Becomes effective November 1, 2011.
