Establishes cumulative change order limits for public construction contracts: 15% for contracts of $1 million or less, and the greater of $150,000 or 10% for contracts exceeding $1 million.

Requires readvertising for bids on incomplete contract portions if change orders exceed the established limits in subsections A or B.

For agencies without governing bodies, authorizes the chief administrative officer to approve change orders; for state agencies, requires approval by the State Construction Administrator of the Department of Central Services.

Allows municipalities and technology centers to delegate approval authority for change orders up to $40,000 or 10% of the contract (whichever is less) to their chief administrative officer, with reporting to the governing body at the next meeting.

Becomes effective November 1, 2011.
