Amends 70 O.S. 2001, Section 5-106 relating to school district governance and superintendent duties.

Clarifies that multiple school districts may contract with one superintendent under Section 5-106A of Title 70 (instead of "Section 4 of this act").

Reaffirms that school district boards of education are the governing bodies and superintendents are executive officers performing board-directed duties.

Allows school districts with fewer than 500 average daily membership pupils to permit a superintendent to simultaneously serve as a principal.

Effective date: November 1, 2011.
