Reduces the time for courts to schedule full hearings on protective orders from 20 days to 14 days after petition filing, or 72 hours when the defendant is a minor child removed from the residence.

Changes peace officers' authority to arrest violators of protective orders from discretionary ("may arrest") to mandatory ("shall arrest") when reasonable cause exists that a person has violated a protective order.

Requires courts to set reasonable bond for arrested persons within 24 hours and allows courts to consider victim safety when determining bond amounts for protective order violations.

Expands statewide validity of protective orders and allows transfer between law enforcement jurisdictions to facilitate service on defendants.
