Prohibits a bachelor's or master's degree in divinity, theology, or religious education from being a required educational qualification for state chaplain positions, effective November 1, 2011.

Allows a bachelor's or master's degree in any other field of study combined with experience related to religious practices to be required instead.

Directs the Office of Personnel Management to adopt rules consistent with these minimum qualification provisions for chaplain positions.

Applies to all chaplain positions except those covered under Section 2-105B of Title 47 of the Oklahoma Statutes.
