Amends Section 4259 of the Ethics Commission statutes regarding political action committees and party committees, specifically clarifying that "committee" excludes candidate committees.

Requires committees accepting contributions or making expenditures exceeding $500 in the aggregate annually to file a statement of organization with the Ethics Commission within 5 days, accompanied by a $50 registration fee.

Mandates annual re-registration between January 1-31 each year with the $50 registration fee and requires committees to file any outstanding campaign contribution and expenditure reports before registration renewal.

Prohibits previously registered committees from accepting contributions or making expenditures until they are in compliance with registration and reporting requirements.

Takes effect November 1, 2011.
