Amends 47 O.S. Section 2-116 to clarify that Department of Public Safety notice requirements apply to "Section 2-101 et seq. of this title" rather than "this act"

Maintains existing notice procedures for the Department: personal delivery or first-class mail to addresses in Department records

Notice by mail is considered complete 10 days after mailing; proof of notice can be documented by Department staff or sworn affidavit

Provides that failure to receive notice due to failure to update mailing address with Department (as required by Section 6-116) is not grounds to protest the notice

Effective date: November 1, 2011
