Criminalizes acting as a bail bondsman without proper licensure and establishes misdemeanor penalties including fines up to $500 and jail time of 6 months to 1 year.

Makes it unlawful for persons with suspended, revoked, surrendered, or refused licenses to perform bail bondsman activities, with felony penalties including fines up to $5,000 and imprisonment of 1-5 years.

Prohibits licensed bail bondsmen from assisting, aiding, or conspiring with unlicensed or delicensed individuals to engage in bail bondsman activities, with felony penalties including fines up to $5,000 and imprisonment of 1-5 years.

Codifies new criminal provisions as Section 1311.3 of Title 59 of the Oklahoma Statutes.

Takes effect July 1, 2011, with emergency clause for immediate implementation upon passage and approval.
