Amends 10 O.S. 2001, Section 404 to clarify that the Commission for Human Services (not just "Commission") shall promulgate rules for child care facility standards and minimum requirements.

Prohibits child care facilities from allowing children to be left alone in the care of any person under 18 years of age.

Requires the Commission to consult with the State Department of Health, State Department of Education, Oklahoma State Bureau of Investigation, State Fire Marshal, and other necessary agencies before promulgating rule changes.

Requires at least 60 days' notice by regular mail to all current licensees before any changes are made to child care facility rules.

Becomes effective November 1, 2011.
