Authorizes the Department of Mental Health and Substance Abuse Services to establish and maintain a certification program for Mental Illness Service Programs.

Mental Illness Service Programs may be certified for up to three years and may be renewed subject to Board rules and regulations.

Department is authorized to collect certification and renewal fees for Mental Illness Service Programs.

Board must promulgate rules in compliance with Joint Commission, Commission on Accreditation of Rehabilitation Facilities, or approved medical and professional standards.

Non-compliance with Board rules may result in revocation, suspension, or non-renewal of a Mental Illness Service Program's certification; effective November 1, 2011.
