Amends 63 O.S. 2001, Section 1-227.3 regarding the comprehensive state plan for prevention of child abuse and neglect.

Modifies language by replacing "said plan" with "the plan" in the section describing the Oklahoma Commission on Children and Youth's approval of the comprehensive state plan.

Requires the Office of Child Abuse Prevention and Oklahoma Commission on Children and Youth to annually review the state plan and revise it based on changing needs and program evaluation results at least every five years.

Mandates that revised plans be delivered to the Governor, Speaker of the House, and President Pro Tempore of the Senate no later than July 1 of each year.

Becomes effective November 1, 2011.
