Creates the "Oklahoma Bicycle Safety Awareness Act" with an effective date of November 1, 2011

Allows applicants for original or replacement driver licenses or identification cards to make voluntary contributions of $1.00 or more to the Oklahoma Bicycle Safety Awareness Revolving Fund

Requires the Department of Public Safety and motor license agents to ask each applicant if they wish to make the voluntary contribution

Establishes the Oklahoma Bicycle Safety Awareness Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations

Fund monies will be used to promote awareness of bicyclists to road travelers through media promotions, publications, or signage, with up to 1% of contributions allocated to administrative costs
