Amends the Protective Services for Vulnerable Adults Act to expand grounds for emergency protective services to include self-neglect and financial neglect in addition to abuse, neglect, and exploitation.

Authorizes courts to order law enforcement to transport vulnerable adults for appropriate care and treatment, with transportation costs reimbursed under existing provisions in Section 10-107.

Clarifies that emergency protective services shall be provided in a manner appropriate to the adult's age and condition, and must be segregated from patients determined to be dangerous to others (except at Department of Mental Health facilities and community crisis centers).

Establishes the Law Enforcement Behavioral Health Emergency Dispatch Task Force with 11 members to study and evaluate development of a dispatch system for coordinating transportation of individuals needing mental health or substance abuse inpatient treatment; task force terminates July 1, 2012.

Becomes effective November 1, 2011.
