• Creates the Oklahoma Private Lands and Public Recreation Act to regulate trespass and recreational use on private agricultural, ranching, and forestry land.

• Prohibits recreational trespass, mud bogging with vehicles, property destruction, littering, and failure to leave gates/fences in original condition on another's land.

• Establishes penalties: first violation $250 or up to 10 days imprisonment; second violation within 1 year $500 or up to 20 days; third or subsequent violation $2,500 or up to 6 months imprisonment.

• Authorizes law enforcement to issue citations for violations and allows governmental entities to revoke hunting, fishing, and recreational licenses for up to 1 year following conviction.

• Limits liability of land possessors for trespasser injuries except for wanton/intentional acts or specific hazards attractive to child trespassers.
