Amends 47 O.S. 2001, Section 14-118 to modify the maximum permissible road speed for special mobilized machinery permits from "the lesser of fifty (50) miles per hour or the posted speed limit" to sixty (60) miles per hour.

Authorizes rubber-tired road construction vehicles, truck cranes, and special mobilized machinery to operate on Oklahoma highways when overweight, with restrictions on Federal Interstate System use requiring special permits from the Commissioner of Public Safety.

Establishes permit fees of $60.00 annually for special overweight permits and $15.00 per movement for special driveaway permits for mobilized machinery manufactured in Oklahoma.

Permits include authority to designate highways, hours of travel, flagmen requirements, and safety equipment specifications, with the Commissioner able to restrict machinery use based on size and safety considerations.

Effective date: November 1, 2011.
