Oklahoma Health Care Authority directed to establish a three-year pilot program for a comprehensive health system for uninsured individuals in a selected pilot county

Health care providers may voluntarily participate if eligible for Medicare reimbursement and agree to relinquish monies received in excess of Medicare reimbursement from other sources for use in the pilot program

Participating providers must serve uninsured persons and bill at Medicare fee schedule rates, with patients paying 20% of costs and the remaining 80% paid by the Authority from HEEIA Revolving Fund and relinquished provider funds

Authority must submit annual reports to the Legislature by November 1 each year detailing program costs, services provided, and payment collection rates

Participating health care providers covered under The Governmental Tort Claims Act; effective date November 1, 2011
