Amends 12 O.S. 2001, Section 706 relating to judgment liens on real estate in Oklahoma counties.

Specifies that a Statement of Judgment must be filed with the county clerk to create a lien, replacing automatic lien creation upon judgment entry.

Establishes that for mortgage foreclosure judgments under Section 686, the filing date of the Statement of Judgment determines priority among lien holders, and post-judgment deficiency orders do not require separate filing or affect lien priority.

Updates terminology and procedural language related to judgment index entries, judgment creditor information, and release procedures.

Becomes effective November 1, 2011.
