Increases attorney fees for judgment creditors from $75 to $100 per order/subpoena/discovery request, with annual cap raised from $150 to $300.

Adds authority for judgment creditors to suspend or modify garnishments by written agreement with judgment debtors, with agreement to be filed with court and mailed to garnishee.

Reduces continuing earnings garnishment duration from indefinite to 180 days maximum, with provision allowing subsequent garnishments to take effect immediately upon prior garnishment conclusion.
