Creates the Task Force on Creating Administrative Efficiencies to operate until November 30, 2011, with the purpose of examining ways to reduce administrative costs and overhead while assessing impacts on school district operations and student learning.

Establishes a nine-member task force comprised of: the chairs (or designees) of the Senate Education Committee and House Common Education Committee; two members appointed by the President Pro Tempore of the Senate; two members appointed by the Speaker of the House; the State Superintendent of Public Instruction (or designee); and two members appointed by the Governor.

Requires task force members to represent specific constituencies, including school superintendents from districts of varying sizes, a chief financial officer from a large district, and a representative from a public policy research organization.

Specifies that the chair of the Senate Education Committee shall designate the task force chair, with appointments required by August 31, 2011, and members receiving no compensation or travel reimbursement.

Requires the task force to submit a report of findings and recommendations to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives.
