Senate Bill 546 Summary

• Establishes the "Inalienable Right to Life Act" recognizing that human life begins at conception and unborn children have protectable interests in life, health, and wellbeing.

• Directs Oklahoma state laws to be interpreted to grant unborn children all rights, privileges, and immunities available to other persons, citizens, and residents from conception through birth, subject to U.S. Constitution limitations.

• Defines "unborn child" as all unborn children or offspring of human beings from the moment of conception until birth at every stage of biological development.

• Explicitly prohibits the act from being interpreted to create legal liability against pregnant women for failing to care for themselves or follow prenatal care programs.

• Takes effect November 1, 2011.
