Removes exemption for public employees acting in their official capacity from the definition of "lobbyist," requiring them to register if they engage in lobbying activities for their governmental employer.

Requires all lobbyists who are public employees to initially register with the Ethics Commission by December 31, 2012, and pay the standard $100 registration fee.

Adds requirement that lobbyist registration forms must include compensation terms when the lobbyist principal is a governmental entity.

Maintains existing registration requirements including submission of registration information (name, business address, telephone, principal names, and registration date) and filing of supplemental registrations within 20 days of any changes.

Effective date is November 1, 2011.
