Requires all Federally Qualified Health Centers in Oklahoma receiving federal Section 330 grants to maintain compliance with federal statutes, regulations, and Bureau of Primary Health Care (BPHC) guidance including 42 U.S.C. 254b and BPHC Policy Information Notice 98-23 or subsequent guidance.

Makes Federally Qualified Health Center boards of directors subject to the Oklahoma Open Meeting Act and criminal penalties for violations.

Prohibits state reimbursement for uncompensated care to health centers that fail to comply with federal requirements or fail to remove board members convicted of violating the Open Meeting Act or held liable in civil judgments related to board service.

Directs the State Department of Health to investigate violations, enforce compliance, and report violations to federal funding agencies and district attorneys.

Requires the State Board of Health to adopt rules for board member training and certification of training providers for health center boards.

Effective date: November 1, 2011.
