Amends 70 O.S. 2001, Section 3311.5 to require the Council on Law Enforcement Education and Training (CLEET) to include a minimum of 8 hours of evidence-based domestic violence and stalking investigation training in law enforcement certification courses by January 1, 2012.

Training curriculum must address reporting domestic violence incidents, determining the predominant aggressor, evidence-based investigation techniques, and lethality assessment, developed in collaboration with the Domestic Violence Fatality Review Board.

Requires instruction to be presented by expert victim advocates selected from recommendations provided by the Office of the Attorney General or the Oklahoma Domestic Violence Fatality Review Board.

Directs CLEET to establish the domestic violence and stalking training as part of its peace officer continuing education program and develop a plan to train previously certified full-time peace officers.

Mandates the Office of the Attorney General to provide a list of available expert victim advocates to assist with the training.
