Amends Oklahoma's Uniform Unclaimed Property Act to prohibit claimants from seeking appreciation or depreciation claims on property sold by the State Treasurer after sale.

Abolishes the Oklahoma Taxpayer Relief Revolving Fund effective June 30, 2012, transferring remaining monies to the Special Cash Fund while extinguishing all liabilities.

Extends the deadline for submitting annual investment performance reports by the State Treasurer from 60 days to 90 days after fiscal year end.

Authorizes state agencies to direct the State Treasurer to manage investment transactions outside the blended portfolio beginning July 1, 2012, with fees not exceeding the cost of providing such services.

Exempts liquidation of securities from public sale procedures and becomes effective November 1, 2011.
