Amends the State Dental Act to expand Board of Dentistry powers, including authority to hire investigators with peace officer status and grant injunctions without bonds.

Requires faculty permit holders to demonstrate passing of appropriate clinical board examination after first year of employment and mandates proof of professional liability insurance for active dentists with limited exceptions.

Modifies laboratory prescription requirements to allow electronic production and retention of forms, establishes minimum prescription information standards, and makes Board sample forms available online at no cost.

Adds new grounds for dental license penalties including failure to cooperate with Board investigations and providing false information, and establishes probation monitoring fees and investigation cost assessments as penalty options.

Adds Board of Dentistry investigators to Oklahoma Law Enforcement Retirement System membership and allows retired investigators to retain sidearm and badge; effective July 1, 2011.
