• Repeals Section 3242 of Title 70 of the Oklahoma Statutes, which had provided eligibility for enrollment and resident tuition for students with certain immigration statuses.

• Takes effect July 1, 2011, with an emergency declaration allowing immediate implementation upon passage and approval.
