Establishes a moratorium on temporary water permits for municipal or public water supply use from sensitive sole source groundwater basins outside counties that overlay the basin.

Defines "sensitive sole source groundwater basin" as major groundwater basins designated as Sole Source Aquifers by the EPA as of August 29, 2003, including portions of contiguous aquifers within 5 miles.

Moratorium remains in effect until the Oklahoma Water Resources Board completes a hydrological study and approves a maximum annual yield ensuring permits do not reduce natural water flow from springs or streams.

Applies to groundwater permit applications without final adjudication before the effective date and treats revalidations of existing temporary permits as new applications subject to the moratorium.

Becomes effective January 1, 2012.
