Amends 17 O.S. 2001, Section 53.1 to modify language regarding the Corporation Commission's authority to establish rules for oil and gas operators.

Removes the requirement that the Corporation Commission "prescribe and promulgate rules and regulations" and replaces it with simply requiring the Commission to "promulgate rules."

Requires all oil and gas well operators to remove surface trash and debris from their operations, including garbage, rubbish, junk, and scrap materials related to drilling, producing, or exploring for hydrocarbons.

Defines "surface trash and debris" as all discarded materials directly connected with hydrocarbon operations.

Effective November 1, 2011.
