OK SB59

Requires school districts to request national criminal history record checks for employees and prospective employees through the Oklahoma State Bureau of Investigation.

Establishes a search fee not to exceed $50.00 or actual cost, whichever is less, with school districts authorized to reimburse employees for the cost.

Requires OSBI and State Board of Education to complete background check requests within 14 working days and provide results to school districts.

Exempts substitute teacher applicants who were full-time teachers in Oklahoma within the preceding 5 years from new background checks if they provide a prior check and a letter of good standing from their last employer.

Effective July 1, 2011, with an emergency declaration allowing immediate implementation upon passage and approval.
