Creates the Oklahoma Recycling Task Force to study waste stream recycling efforts and recommend strategies to increase beneficial reuse of glass, paper, and other products to benefit Oklahoma industries and communities.

Task force shall consist of 9 members: representatives from Oklahoma Tax Commission, Department of Environmental Quality, and Department of Commerce; two state senators appointed by President Pro Tempore; two state representatives appointed by Speaker of House; and two at-large members appointed by Governor.

Members must be appointed by June 15, 2011, with the first meeting called by the Executive Director of the Department of Environmental Quality, who serves as chair; members serve without compensation or travel reimbursement.

Task force activities must conclude by November 30, 2012, with a report of findings and recommendations approved by majority of members submitted to the Governor, President Pro Tempore, and Speaker by December 30, 2012.

Bill declares an emergency and takes effect immediately upon passage and approval.
