Amends Section 1114 of 82 O.S. 2001 to modify financial accounting procedures for port authority funds, requiring deposits to be secured like county funds.

Requires port authority rules governing fund disbursements to comply with the Administrative Procedures Act and substantially match financial accounting procedures used by the State Treasurer for state funds.
