Establishes a school administrator professional development pilot program administered by the State Board of Education, subject to available funding

Requires school principals in their 2nd-5th year to complete 10 hours of content-specific academy training to improve leadership and organizational skills

Requires principals whose schools fail to make adequate yearly progress (AYP) to complete 6 additional hours of professional development in the following school year

Requires superintendents in their 2nd-5th year to complete 10 hours of training covering education leadership, problem-solving, communications, and professional development

State Department of Education must develop an approved list of professional development providers and pay all reasonable costs including tuition, fees, mileage, and lodging; effective July 1, 2011 with emergency clause
