Creates the Endangered Species and Economic Development Task Force, effective until December 31, 2011, to provide policy and technical assistance on endangered species compliance.

Task force shall assess economic impacts of endangered species regulations, assist landowners with cost-efficient mitigation strategies, facilitate state agency implementation, make recommendations upon request, and coordinate with federal and private organizations.

Task force composed of nine members including one Senate member, one House member, and representatives from Commerce and Tourism, Environment, Agriculture, Corporation Commission, Wildlife Conservation, Conservation Districts, and Department of Transportation.

Secretary of Commerce and Tourism serves as chair; task force members serve at pleasure of appointing authority; majority constitutes quorum for action; staff support provided by Oklahoma Department of Commerce.

Task force shall provide reports by December 31, 2011 on innovative programs addressing endangered species issues and legislative recommendations to legislative leadership and governor.
