Changes income calculation method for Oklahoma Higher Learning Access Program (OHLAP) financial need determination from "taxable and nontaxable sources" to "federal adjusted gross income" starting with the 2012-2013 school year.

Modifies income thresholds for postsecondary enrollment: increases from $100,000 to $100,000 for general students, $150,000 for students adopted ages 0-12, and $200,000 for students adopted ages 13-17 (applies only to students beginning participation in 2012-2013 school year or later).

Adds new retention requirement for OHLAP participants: students must maintain satisfactory academic progress as required for federal Title IV student financial aid programs, effective 2012-2013 school year.

Extends the application date for certain grade point average requirements from the 2010-2011 school year to the 2012-2013 school year for existing program participants.

Clarifies statutory language by replacing references to "this act" with "the Oklahoma Higher Learning Access Act" in maintenance of eligibility provisions.
