Changes the name of the plaza from "African-American Centennial Heritage Plaza" to "African American Heritage Plaza" throughout the statute.

Removes the two-year deadline requiring non-state-appropriated funds to be raised or secured, allowing the Committee indefinite time to complete fundraising.

Maintains the Committee's composition of seven members including legislative leadership, the Governor, Lieutenant Governor, Oklahoma Historical Society Executive Director, Director of Central Services, and Oklahoma Arts Council Executive Director.

Preserves the Committee's duties to develop design criteria, conduct a design competition with three finalists selected for public review, and provide oversight during construction and maintenance of the plaza.

Effective date: November 1, 2011.
