Personnel employed by the Military Department are placed in the unclassified service of the state, with the Adjutant General authorized to grant leave consistent with federal workforce rules.

Removes the requirement that the Adjutant General serve as military advisor to the Governor and eliminates preferences for prior military service in selecting commissioned officers.

Authorizes the Adjutant General to enter into contracts to lease or rent facilities and to establish rules and regulations for use and operation of Military Department facilities.

Authorizes the Adjutant General to sell, dispose of, demolish, or transfer title to property owned or controlled by the Military Department, with exemption from the Oklahoma Surplus Property Act for certain purposes.

Removes contract limits for professional services and repeals 14 obsolete sections of the Oklahoma Military Code relating to armory commissions, National Guard organization, and facility management.
