Amends the Commercial Pet Breeders Act to allow the State Veterinarian or a designee to serve on the Board of Commercial Pet Breeders instead of requiring the State Veterinarian directly.

Requires the Board to elect its chair, vice-chair, and secretary from among voting members only, excluding the executive director.

Mandates that all permanent Board rules be submitted to the Oklahoma Legislature and Governor by February 1 of each calendar year for consideration.

Permits the Board to contract with veterinarians or state agencies to conduct licensing inspections, but prohibits contracting with humane society groups or members.

Expands license denial or revocation criteria to include convictions for specific felonies under Oklahoma law, RICO offenses, and applicants with suspended or revoked USDA Animal Welfare Act licenses due to improper animal care.
