Amends 74 O.S. 2001, Section 907 relating to the Oklahoma Public Employees Retirement System (OPERS) offices and operations.

Clarifies that the principal office of OPERS shall be located in Oklahoma City, with authority for the Board to contract for office space if the Department of Central Services cannot provide adequate facilities.

Requires the Board to maintain records of proceedings open to public inspection and deliver annual financial statements to the Governor and members by December 1.

Mandates annual audits by the Office of the State Auditor and Inspector in accordance with Section 212A requirements.

Becomes effective November 1, 2011.
