Amends continuing education requirements for Oklahoma Real Estate Commission licensees by clarifying that nonresident licensees exempt from continuing education in all states where they hold licenses must complete Oklahoma's continuing education requirement for renewal or reactivation.

Modifies penalties for unlicensed real estate activity to allow administrative fines up to $5,000 or the amount of commissions earned, whichever is greater, enforced through district court if no appeal is filed.

Makes Oklahoma Real Estate Commission orders final and binding on all parties unless appealed to district court under the Administrative Procedures Act, with unappealed orders enforceable as district court judgments.

Allows unappealed Commission orders to be entered on the judgment docket of any district court in a county where the debtor has property for collection purposes.

Effective date: November 1, 2011.
