Requires mothers of children born out of wedlock to disclose the putative father's name in compliance with the Uniform Parentage Act.

Allows courts to compel mothers to appear before a judge and disclose the putative father's identity under oath and institute paternity action before receiving assistance or benefits.

Establishes contempt of court penalties for mothers who fail to appear, fail to disclose the father's name, or fail to prosecute paternity actions, with fines up to $200 and/or imprisonment up to one year.

Applies to children born out of wedlock or born to married women during marriage but determined not to be issue of the marriage through court decree.

Effective date: November 1, 2011.
