Amends 12A O.S. 2001, Section 15-121 regarding registration of certification authorities for electronic signatures.

Removes real estate transactions from the requirement to use registered certification authorities, leaving only district and appellate court filings subject to this requirement.

Requires certification authorities to register with the Secretary of State, file a surety bond or insurance of $250,000, and meet Secretary-promulgated rules.

Establishes criminal penalties of up to $1,000 fine and/or 30 days in county jail for knowingly acting as unregistered certification authority; allows Secretary or Attorney General to seek court injunctions.

Effective July 1, 2011, with emergency clause allowing immediate effect upon passage and approval.
