Creates a 21-member joint legislative task force to analyze and study amendments needed to state law if low-point and high-point beer and wine were sold in grocery stores.

Task force composed of senators and representatives appointed by legislative leaders (3 senators from President Pro Tempore, 3 representatives from Speaker), plus representatives from retail, wholesale, manufacturing, and government agencies.

Chair selected by President Pro Tempore of Senate and vice-chair by Speaker of House; seven members constitute a quorum; vacancies filled by appointing authority.

Task force must prepare a comprehensive legislative document approved by majority vote and present it to legislative leaders by February 1, 2012; if no agreement reached, chair and vice-chair must report reasons in writing.

Task force terminates February 1, 2012; members may receive travel reimbursement; chair and vice-chair may create committees and subcommittees to expedite the study.
